Ability to produce UML diagrams, flow diagrams, use case matrices, and user stories.
Experience in IAM reference architectures for Authentication, Authorization, Identity Management, Privileged Access Management, and Web Access Management.
Strong technical documentation skills and ability to present solutions to stakeholders.
Excellent communication and analytical skills.
Preferred Skills (Desirable):

Role:: Active Directory Security Support Braine-l’Alleud, Walloon Region, Belgium (On-site) Scope of work: The Office of the CIO (OCIO) Enterprise Cyber Security Posture Improvement project focuses on acquisition and implementation of state-of-art tools to enhance Enterprise-wide cybersecurity capabilities considering the key cybersecurity functions. NCI Agency initiated a project and procured Active Directory Clean-up Tool (Tenable Identity Exposure) providing identity unification and risk scoring, real‐time attack detection and continually assessing directory services security in real‐time, eliminate attack paths that lead to domain domination, and investigate and inform. To support NISC for the execution of tasks identified in the subject work package of the project, the NCI Agency is looking for subject matter expertise in the delivery of complex, foundational and novel Cybersecurity capability. The objective of this position is to provide Active Directory security support service on Site for NATO CIS, consisting in operation and management of multiple Tenable Identity Exposure installations, monitoring Active Directories’ security posture, develop and use automation mechanisms (scripts), investigate security events, develop mitigation measures, and support the remediation of the Active Directory-related security findings. Vulnerability remediation is a crucial aspect of addressing the security issues of an Active Directory infrastructure identified through a security auditing function. It involves a systematic process of assessing, prioritizing, and mitigating security vulnerabilities within the Active Directory environment. Remediation actions are taken to address identified vulnerabilities and reduce the risk of exploitation. This may involve applying security patches released by vendors, reconfiguring systems to address misconfigurations, updating security policies and procedures, enhancing network segmentation, or implementing additional security measures such as intrusion detection systems or endpoint protection solutions. After remediation actions are implemented, the effectiveness of the remediation efforts is validated through testing and monitoring. This contract covers 3 (three) Tenable Identity installations that monitor and protect multiple Active Directory forests and directories; the required activities are described below. Duties: Active Directory security operations: Operate the Tenable Identity installations, in coordination with the Continuous Vulnerability Assessment and Identity and Access Management teams, Monitor the Tenable Identity Exposure-generated events, detect and support remediation of Active Directory incorrect permissions/roles/groups’ configurations, Report the identified CIS security incidents following the NCIA procedure, and support the security investigations, Create monthly AD security compliance reports, including the amounts of active, inactive and disabled users and service accounts, Support the installation/configuration, and upgrade the Tenable Identity Exposure installations in scope of this SOW, following the NCIA change management process and using NCSC security configurations to ensure compliance of the managed networks with NATO Security Directives, Support the development of mitigation and remediation plans, following the identification and assessment of cybersecurity risks for Active Directories in scope, Assist with complex remediation activities for the NATO CIS in scope of this SoW; conduct remediation activities in collaboration with the NCIA Service Delivery Managers, Ensure adequate level of systems/data protection is implemented for NISC managed CIS in accordance with NATO Security policies and directives, Perform all operation, support and maintenance activities described in Annex C, Log and track Service and Change requests using the enterprise ticketing system (ITSM), Ensure all tickets are updated with accurate and detailed information and resolved within the agreed service levels. 1 INTRODUCTION NCIA - CSU BRU: Within the Agency CIS Support Unit (CSU) Brussels provides consistent, reliable and cost-effective ICT service delivery to all NATO customers located in the NATO compound in Brussels, including understanding and managing the interface with the Secretary General and Deputy Director General International Military Staff (DG IMS), through his/her delegated representatives ICTM/EXCO IMS, who act in the role of Intelligent Customer. Coherence Branch: The Coherence (COH) Branch supports the Agency’s Demand Management (DM) organization, and is responsible for liaison with all customers in the CSU’s AoR and supports the Commander CSU in the role as NCI Agency representative and provides a single entry point for customers. The Coherence Branch contributes and/or conducts monitoring and measurement of customer satisfaction. COH supports the management of all agreements concerning Service Provision, Operations and Exercises within the CSU AoR. The Coherence Branch supports Service Lines in the implementation and improvement of service management processes. Coherence Branch - Service Management and Control (SMC) Team: Within the Coherence Branch, the Service Management and Control (SMC) Team is responsible for the ITSM and System Monitoring Toolsets. Under the direction of the Head of the Branch and the SMC Toolsets Manager, the System Monitoring Engineer is responsible for the maintenance, operating and implementing a new monitoring system based on Zabbix. It is the intention to cover eight networks over various classifications containing hundreds of servers, communication devices, and applications. The System Monitoring engineer is responsible in visualising the captured data, forwarding infrastructure events to trigger automated ticket generation to prevent outages, recording capacity statistics for timely expansion of the infrastructure, etc. 2 SCOPE OF WORK The following deliverables are expected from this statement of work: Maintain, patch and continuously improve the existing Zabbix system monitoring solution; Design and deploy the necessary Zabbix system components to the not monitored networks and devices; Prepare Zabbix system architecture updates and communicate them with the System Architecture and Security teams for their acceptance; Under the direction / guidance of the Head of Coherence Branch and Head of Service Management and Control Team will be supporting the following activities: b) Configuration updates and code development: Infrastructure events data collection from all defined sources; Take necessary actions to ensure all elements of IT services are monitored; Prepare documentation including design documents, SOPs, etc; c) Continuous Improvement: Implementation of the agreed design updates; Ensure information is accurate and up-to-date. d) Collaboration with IT Teams: Updating the configuration depending on the operational needs; Making dashboards and other representations of data; Investigate and resolve issues in a systematic approach; The work shall be carried out in sprints whereby each sprint is independent. The content and scope of each sprint will be agreed with the SMC manager and technical staff during the sprint-planning meeting, in writing. The measurement of execution for this service is sprints, with each sprint planned for a duration of 1 week. The contractor will provide the service on-site with a possibility of 1 day teleworking per week from Belgium. The contractor will provide services during NATO HQ working hours. 3 COORDINATION AND REPORTING The Contractor shall deliver services 100% on site at NCI Agency, Brussels Belgium. At the NCI Agency or other NATO sites, the highest level of classification that contractor may need to access is NATO SECRET (NS). As a result of this contractor must hold a valid NATO SECRET Security Clearance. The contractor shall report to the Head of Coherence Branch The contractor shall participate in weekly status update meetings, activity planning and other meetings as instructed, physically in the office, or in person via electronic means using Conference Call capabilities, according to the Team Leaders instructions. 4 SCHEDULE It is expected the service starts as soon as possible but no later than 21st April 2025 and ending no later than 31st December 2025. If the 2026 option is exercised, the period of performance is 01st January 2026 to 31st December 2026. If the 2027 option 1 is exercised, the period of performance is 01st January 2027 to 31st December 2027. 5 CONSTRAINTS All the deliverables provided under this statement of work will be based on NCIA templates or agreed with the project point of contact. All support, maintenance, documentation and required code will be stored under configuration management and/or in the provided NCI Agency tools. All developed solutions, tools and code under this project will be property of the NCI Agency. 6 SECURITY The performance of these services require a valid NATO SECRET security clearance. The expected classification level of the deliverables is up to NATO SECRET. The execution of the services may require the consultants to access information, as well as CIS systems, classified up to NATO SECRET. 7 TRAVEL There may be requirements to travel to other sites within NATO for completing these tasks. Travel costs are out of scope and will be borne by the NCI Agency. 8 Qualifications The consultancy support for this service requires following qualifications: 2) Desirable qualifications: Essential qualifications: University Degree and 3 years function related experience or Higher Secondary Education and completed advanced vocational training leading to a professional qualification or professional accreditation with 4 years post related experience; Knowledge in cross-network monitoring architecture using Zabbix; Recent experience on design, installation and maintenance of Zabbix monitoring systems over multiple Active Directory domains; Expert knowledge in Zabbix toolset in large scale client-server based environment; In-depth knowledge in monitoring different aspects of the IT infrastructure and mainstream applications; General experience in all lifecycle aspects of Communication Information Systems (CIS) aimed at achieving effective system development and deployment.
