Function

The IT Application Development and Maintenance for ELIA Belgium department is responsible for developing and maintaining a large portfolio of IT applications necessary for the proper functioning of our business operational processes in Belgium. We are talking about traditional IT (product integrations, custom development, etc.), technical IT (Real time SCADA, simulator, etc.) and digitalisation (cloud, mobile, data, etc.). Each manager is responsible for a team of IT Application Managers. These ITAMs work within multi-functional product or project teams involving resources from business (Product Owners, Business Analysts, etc.) and IT (developers, architects, testers, etc.). They ensure successful completion of the IT implementation path of projects as well as guaranteeing high-quality operational support for the IT applications for which they are responsible.

Main Responsibilities Of The Manager

Portfolio Management

Within the scope of the resources (budget and means) provided and the IT sourcing strategy defined, analyse, structure and manage a portfolio of IT projects in order to build a balanced, prioritised and achievable portfolio of IT projects, in line with the specific needs of the business in the short, medium and long term. The manager will be responsible for budget monitoring for all IT activities (projects & maintenance) in his/her portfolio.

Project Management

Support individual IT project managers in the delivery and maintenance of IT technical solutions (contribute to familiarisation with business topics, participate in challenging the business, etc.).
Identify issues and risks with possible impacts on the success of the project; adjust if necessary.
Validate the main deliverables of the main projects.

Change Management

The role also functions within the context of ELIA Group’s ongoing digital transformation (IT & business). From both a technological (e.g. migration of applications to Hybrid-Cloud platforms, etc.) and organisational (Scrum Agile framework, product operating model, etc.) perspective, the manager will be required to help with defining the vision for these changes and support his/her team in this transformation.

Management of internal and external personnel

Within the scope of Elia’s HR policy, lead and coach internal employees in order to always have the competent and motivated employees needed to achieve the team’s objectives and offer them the best chance of development. Within the scope of Elia's purchasing policy, recruit, evaluate and coach external employees in order to create a team capable of successfully carrying out IT projects.

His/her stakeholders in the business (Business Program Managers, Business Analyst teams, customers, etc.),
The internal software factories (.Net, BI, etc.) and other IT departments (CoE AI, Data platforms, etc.) that provide the resources and technology platforms to carry out the projects,
The teams of internal architects who define the technical standards and provide support for the technical solutions to be implemented,
The IT Infrastructure department responsible for the deployment of applications on servers,
The business portfolio manager who consolidates the business and IT project portfolio at ELIA level.

Your Profile

University degree in IT or applied economics, commercial or civil engineer with IT as a minor subject.
Trilingual (FR/NL/EN), knowledge of German is a plus.
Desired experience Team and/or project portfolio management (5-10 years) in an IT organisation.
Knowledge of the business domains and/or IT processes associated with the relevant application domain is a plus.
Competence accountability, efficiency, customer-oriented, team player, planning and organisation, coaching & leadership, professionalism.
Programme and project management methodology (e.g. Lean, Agile, Devops).
Technical skills (customer developments via .NET, cloud solution integrations, etc.).
