Job Description

The Executive Directorate (EXD) is the steward of OECD resources, on behalf of the Secretary-General.  Our focus is on people and their wellbeing; the effective and efficient management of the budget; the safety and security of staff, Delegations, visitors, and of the OECD’s data; maintaining and sustaining physical and digital infrastructure; and enabling the convening power of the OECD through conferences, meetings and events, whether virtual, physical or hybrid.  As well as providing corporate services, functions and management support to our staff and Members, we provide integrated, strategic and expert advice on corporate policies and management issues to the Secretary-General, to Council and to Standing Committees, to which we regularly report on corporate matters. We also provide compliance and risk management functions (for management areas under our purview). Ours is a fast-paced environment focused on delivering management excellence across all of our functions.

Within the Executive Directorate, working closely with business partners, the Digital, Knowledge and Information Service (EXD/DKI) designs and provides secure digital solutions, IT and information management services and the technologies to deliver efficient corporate services, meet business partners’ needs and to support and enhance the OECD’s global role in building knowledge, communicating with the world and interacting with governments to inform and influence policy-making.

The Digital Security Office (EXD/DKI/DSO) leads the OECD’s cyber security capability and information management policy: it develops and implements corporate information security policies and technical compliance frameworks, conducts security audits and risk assessments, supports user awareness campaigns, and performs security operations and related compliance monitoring to safeguard the digital assets of the Organisation. It also leads on information management policies, practices and culture for the Organisation.

Reporting to the Information Management (IM) team leader in the OECD Digital Security Office (EXD/DKI/DSO), as an Information Management Officer, you will be contributing to maintaining the Organisation’s information management policy, designing information management strategies in collaboration with business and technical teams, and providing expertise on information management and record-keeping issues.

Main Responsibilities

Information Management:

Contribute to developing communications and change management strategies to provide clear guidance to staff and improve information management practices across the Organisation. This includes drafting Information Management guidance documentation and best practices to develop ‘information management by design’ practices in the OECD.
Organise, animate and participate in workshops with stakeholders.
Contribute to the analysis of OECD information, records and archives management needs and how best to cater for these within corporate solutions, with a focus on M365.
Contribute to activities to translate OECD retention schedule and File Plan structures into M365 Teams/SharePoint (or other platforms as relevant) architectures.
Contribute to the oversight of the classification, declassification and handling policy and practices of the Organisation.
Contribute to the Business Impact Analysis and Sensitive/Personal Data Inventory activities.
Contribute to the establishment and maintenance of regular performance monitoring and reporting on Information Management activities.

Co-ordination & Administration::

Qualifications

Ideal Candidate Profile

Academic Background

Post-secondary education in Information Sciences, or a related field, or equivalent practical experience. Qualifications or education in Information Management would be an advantage.

Professional Background

A minimum of 2 years of relevant information management experience.
Experience in delivering practical IM strategies and practices in organisations in either the public or private sector.
Experience in records management, such as designing filing structures (File Plans) and retention schedules would be an advantage, especially in M365 (Teams and/or SharePoint).
Demonstrated knowledge of the M365 technological environment, with a focus on SharePoint and Teams.
Experience in setting up M365 governance and architectures, ideally with a focus on Purview (including sensitivity and retention labelling).
Experience in drafting IM/IT-governance documents and user guidance.
Experience with data protection-related matters and strategies would be an advantage.
Excellent communication skills with the ability to explain complex technical ideas in plain or easy to understand language.

The OECD has earned a leading role in financial and enterprise issues. In line with the Strategic Orientations of the Secretary-General, the core mission of the OECD’s Directorate for Financial and Enterprise Affairs (DAF) is to assist markets to fund inclusive economic growth, and in turn Better Lives, through setting and implementing standards, providing capacity building and technical assistance, acting as a forum for co-operation and collaboration across the OECD Directorates, external stakeholders and International Organisations. The Investment Division (INV) is responsible for advising OECD Member and partner governments on international investment law and policy, investment treaties, investment incentives, investment for sustainable development, financing and investment of infrastructure, and foreign direct investment statistics.

INV is currently looking for an Economist with expertise in the areas of infrastructure financing and investment, and international financial services with good working knowledge of project financing or Multilateral development banks (MDBs) lending. S/he will be part of a dynamic team working on the infrastructure financing and investment work of the OECD Investment Committee (IC), including research and analytical work, monitoring, policy recommendations and country reviews. S/he will work under the supervision of the Head of Unit for Infrastructure, and in co-ordination with the Head of the Investment Division.

Main Responsibilities

Analysis Research and Drafting

Contribute and develop data and empirical work related to policies and approaches on infrastructure financing and investment and in particular private capital mobilization.
Propose research methodologies and empirical analyses which can be presented in the OECD meetings, G20 working groups or relevant international conferences.
Draft reports and notes that concisely analyse the policy implications of the research topic.
Contribute to the development of standards and guidance, taking into account the appropriate assessment method and taking into account practical consideraitons.
Coordinate and contribute to assigned country work and ensure timely delivery of agreed outputs.
Contribute to policy dialogue and capacity-building work, and provide input for the development of relevant material.

Liaison, Representation and Communication

Provide input to the various communication and briefing documents that are being developed in relation to the work on infrastructure financing and investment.
Liaise and coordinate with other OECD Directorates on issues of common interest and with other international organisations and institutions to ensure synergies and to promote OECD’s work.
Proactively develop communication material that is relevant and can support the dissemination activities of the relevant work.
Prepare speeches, briefings and background notes for the Secretary-General and senior management.

An advanced university degree in economics and/or finance (preferably with a specialisation in international economics, financial economics or statistics).

Professional Background

Experience in dealing with policies of governmental institutions and international organisations would be an advantage.

The Digital Products and Innovation (EXD/DKI/DPI) is responsible for management of Digital Solutions, Finance and HR Enterprise Resource Planning (ERP), and Reporting and Data Analytics.

DPI is looking for a Business Intelligence (BI) Programmer/Analyst in the Reporting and Data Analytics Stream. In this role, you will participate in defining technical specifications, and subsequently develop, implement and support BI applications. You will be reporting directly to the OECD's BI Architect.

Main Responsibilities

BI Application Development

Develop, implement and support Business Intelligence applications for financial, HR and other corporate areas in terms of:
Extracting, transforming and loading data from ERPs, SQL server, cloud solutions, etc
Modelling data marts in the Data Warehouse
Modelling and developing planning applications
Designing roles and authorizations for data access
Building operational reports and dashboards
Take part in reviewing business needs and defining BI solutions, including improving existing ones, in close collaboration with business owners and client Directorates, using standard methodologies.
Participate in defining project plans and managing the project life-cycle, ensuring timely production of stage deliverables.
Verify accuracy of data; maintain and support the data warehouse. Provide consistent, standardized and integrated data. Coordinate and/or perform testing of system modifications. Manage non-regression tests to validate new releases of BI software.
Oversee day-to-day monitoring of the BI platform. Tune and measure the report and modeling performance.
Establish and review procedures to ensure the availability, optimal performance, integrity and security of the Business Intelligence platform. Prepare and maintain corresponding documentation for operating procedures, data and work flows, user processes and system controls.
Co-ordination, Collaboration and Support

Co-ordinate the technical support and evolution of existing SAP BI applications, working with first-level support teams and other team members.
Participate in the definition of BI implementation, upgrade and technology strategies.

The Environment Directorate (ENV)

ENV is looking for a dynamic and visionary Director to provide leadership and strategic direction to the Environment Directorate. As a key member of the Senior Management team of the Organisation, s/he will provide intellectual leadership and ensure that the OECD is at the forefront of global economic policy thinking. The Director will be responsible for advancing the Secretary-General's and the member countries’ priorities in ENV's areas of work. S/he will deliver analysis and policy advice that leverage ENV's competitive advantages and address linkages between environmental challenges, as well as their economic, sectoral, financial and social implications, ensuring they fully reflect the multidimensional nature of OECD work. S/he will work closely with the senior management team, providing guidance and support in the coordination and management of its Programme of Work and Budget, and its Committees, Working Parties and Expert Groups. Main Responsibilities

Leadership

Lead the Directorate’s team in delivering the work programme in line with the priorities set by Members and the Secretary-General and with the OECD’s strategy for environment in the Programme of Work and Budget.
Support the advancement and delivery of strategic outcomes in the area of environment through enhanced engagement and horizontal work.
Ensure the Directorate is at the forefront of international thinking and research on environment, in line with current developments and emerging trends, and shaping the Organisation’s global contribution.
Support the Office of the Secretary-General, the OECD Sherpa, and their respective teams on targeted policy advice and on the Organisation’s contributions in the area of environment, including to the G20 and G7.
