PURPOSE
The purpose of this Statement of Work (SoW) is to describe the Project Implementation services required by the Purchaser.
The NATO Communications and Information Agency (further referred to as "Purchaser") is seeking a qualified Service provider to provide efficient and effective project implementation services (further referred to as the Service) focused on implementation of user equipment and user migration.
BACKGROUND
NATO Digital Workplace Centre (NDW Centre), part of NCIA, provides simple yet innovative solutions that underpin the Digital Transformation of NATO by providing feature-rich Digital Workplace, which enable NATO staff members to connect, communicate, and collaborate.
Personal Workspace service area deliver the following user-facing services to NATO Commands, NATO Force structure and Nations in all 32 Allied Nations:
Windows-based and iOS/iPadOS-based end user device provisioning, management, operation, and lifecycle across multiple separate networks of different classifications and various form factors;
Workstream collaboration including email and instant messaging server backend and client frontend provisioning, management, operation and lifecycle across multiple separate networks of different classifications
The services integrate with other services such as print/scan/copy, voice, video-teleconference (VTC), collaboration portals and enable NATO-specific functional applications higher up the software stack.
NDW Centre and Personal Workspace are contributing to several major projects that are enhancing the Workspace services and leading the user transition of the end users to the new enhanced services at multiple NATO locations. The projects work is organized in Agile/Scrum based approach.
OBJECTIVES
With this SoW, the Purchaser aims to achieve the following objectives:
Support the planning, execution, monitoring and control activities for the assigned projects and work packages in the projects
Lead and contribute to Stakeholder Management, Information and Knowledge Management (e.g. documentation management, SharePoint portals management) in the area of responsibility
Lead and coordinate site implementations as per project schedule
Prepare and present project/work package status updates and briefs
Coordinate and receive guidance from NDW Centre on topics related to the projects/work packages in area of responsibility
To achieve these objectives, the Purchaser is looking for two resources with Project Implementation Managers qualifications.
During performance of the contract, the Contractor personnel will act as part of the Purchaser's project structure(s).
SCOPE OF WORK AND ASSOCIATED DELIVERABLES
Considering the extended period of execution and the evolution of the project schedules, the execution of the work in this SoW is measured in sprints, where each sprint is defined as deliverables produced by one person planned for a duration of one calendar month. The detailed tasks in each sprint will be determined at the start of each sprint by the Purchaser's authorized point of contact following the Scope of Work defined herein and project milestones and schedule, and documented in writing.
The SoW covers the following activities and tasks:
Tracking, monitoring and reporting on project progress for various stakeholder reporting
Organizing, preparing, coordinating and managing the project meetings
Documenting the action items in meetings and follows-up with the relevant members of the project team
Lead the administrative coordination of physical meetings with stakeholders, preparing agendas, documentation folder, and the overall organization including social events organization
Providing support in the execution of activities for and in monitoring the execution of project work plans and ensures that project activities are properly and realistically scheduled, monitored and reported
Acting as the documentation custodian for the project; assists in writing reports, official letters and other project related documentation
Reporting to project management team in intervals as requested,
Creates, maintains and improves the project SharePoint libraries, internal and external portals, and project wiki pages;
Manages the permission levels for the project team members to access to the project portals, and provision of support to the project team members in utilization the SharePoint (SP) portal
Maintains the documentation configuration baselines and logs; and implements the change management process for the documentation;
Performs other related duties as required
DELIVERABLES AND PAYMENT
5.1 The following deliverables are expected from this statement of work.
5.2 Complete the tasks agreed in each spring-planning meeting as per sections 3 and 4 above.
5.3 Produce sprint completion reports (format: e-mail update), which include details of activities performed. Specifically, tasks requested for internal activities (traceable), monthly all project overview and status reports, real-time project tracking and visualization via dashboard, calendar overview on upcoming tasks, updates with dates, agendas and materials, overview on communication campaigns.
5.4 Payment Schedule will be at the end of each sprint of four working weeks, following the acceptance of the sprint completion report, delivered within 5 (five) working days of the following month.
5.5 The NCIA team reserves the possibility to exercise a number of options, based on the same scrum deliverable timeframe, at a later time, depending on the project priorities and requirements.
5.6 The payment shall be dependent upon successful acceptance of the sprint report and the Delivery Acceptance Sheet (DAS) - (Annex B) including the EBA Receipt number.
5.7 Invoices shall be accompanied with a Delivery Acceptance Sheet (Annex B) signed by the Contractor and the NCIA POC.
5.8 BASE 2025: PERIOD OF PERFORMANCE 1 May 2025 - 31 DECEMBER 2025
Deliverable 01: Up to 22 sprints of Project Implementation Services

INTRODUCTION
NATO is undergoing a major adaptation of its overall approach to cybersecurity. As part of its mandate, the NATO Chief Information Officer (CIO) is overseeing the coherence of the NATO Enterprise ICT (Information Communication Technology) capabilities and services and is the single point of authority for cybersecurity.
The NATO CIO is responsible for developing and implementing a cybersecurity strategy through a comprehensive cyber adaptation effort. This includes significant interaction with executive stakeholders within NATO, both military and civilian, national representatives and key cybersecurity leaders.
The NATO Deputy CIO for Cybersecurity deputizes for the NATO CIO on matters related to cybersecurity and Cyber Adaptation. This includes maintaining relations and interactions with national leaders, with national delegates to NATO and other key roles with a special focus on cybersecurity. Additional expertise in this area is required, to support the NATO Deputy CIO in managing appropriate interactions with key decision makers, at the level of A6/OF6 (1-star general) and above.
To support this effort, OCIO requires services that will leverage in-depth knowledge of the NATO political environment, experience with national government agencies and decision-making structures in the area of cybersecurity and cyber defence.
The project will improve the coordination between OCIO and Enterprise stakeholders, national delegations and other key decision-makers in implementing the actions derived from the Council mandate for OCIO.
TASKS
The contractor (senior expert) will effectively and efficiently provide the following services, with a special focus on political/military issues and investment programme activities in the area of cybersecurity:
2.1 Provide quality executive advice to OCIO leadership, based on relationships with NATO delegations and their representatives on matters related to Cyber Defence, Cybersecurity, capability development, ICT, Cloud Adoption, IT modernization and cybersecurity services. This should include proposing creative, collaborative ways of understanding problems, and crafting recommendations for promising paths forward, with the aim to enhance the "enterprise approach" to cybersecurity; improve coordination across the NATO Enterprise civil and military bodies; and align Enterprise priorities with trends observed in national environments.
Measurement: To the NATO Deputy CIO satisfaction with regards to the tailored advice provided by the consultant. Confirmation by the NATO Deputy CIO with regards to the positive impact of the advice provided on the achievement of the OCIO strategic goals and objectives.
2.2 Ensuring a direct liaison function between the NATO Deputy CIO and senior executives within national delegations. This would include building and maintaining mutually beneficial relationships, facilitating communications, and acting as a senior NATO CIO representative in official and/or informal meetings (including Allied senior boards and committees), workshops, conferences and exercises;
Measurement: Confirmation by the NATO Deputy CIO with regards to the quality of the engagement with national delegations and the value added to achieving the OCIO strategic stakeholders engagements' objectives.
2.3 Contribute to the design and implementation of the OCIO Program of Work (POW) and high-level strategic documents, such as the Cyber Adaptation Roadmap, with a special focus on cybersecurity. Support the implementation and continuous alignment with the OCIO strategic goals and objectives. Report regularly on progress and provide actionable recommendations on improving performance.
Measurement: Monthly progress reports, complemented by an annual overall progress report; a first one by Q4 2025.
2.4 Develop and implement strategies to leverage commercial partnerships and relationships with industry leaders to accelerate NATO's cyber adaptation efforts. This includes engaging with key technology providers, fostering collaboration between the private sector and NATO's Cyber Defence Committee (CDC) and NATO Communications and Information Agency (NCIA), and ensuring that national stakeholders support industry-driven cybersecurity advancements.
Measurement: Confirmation by the NATO Deputy CIO with regards to the quality of the engagements with Allies and partners, and the value added to achieving the OCIO strategic stakeholders engagements' objectives.
2.5 Provide support to the implementation of NATO Integrated Cyber Center, and other high-profile initiatives where the OCIO is involved. This includes setting the direction and requirements based on Allies' guidance, supporting the design of the NATO Enterprise part of the Center activities, contributing to the definition of specific civili/military cooperation initiatives, supporting the design of specific tools and other related tasks as necessary.
Measurement: Support as necessary until the end of 4th Quarter 2025 (and subsequently if the contract is extended).

LOCATION OF DUTY
The work will be executed primarily on site at the NATO HQ offices in Brussels, Belgium.
Due to the nature of the work, minimal teleworking (in Belgium) can be foreseen in Brussels.
TIMELINES
The services of the contractor are required for the period starting 1st June 2025 until 31th December 2025.
Future contract extensions are subject to performance of the contractor and related NATO regulations.
SPECIFIC WORKING CONDITIONS

INTRODUCTION
The NATO Cyber Security Centre (NCSC) is a team of over 200 members working to monitor and protect NATO networks. In the NCSC's role to deliver robust security services to the NATO Enterprise and NATO Allied Operations and Missions (AOM), the centre executes a portfolio of programmes and projects around 219 MEUR euros per year, in order to uplift and enhance critical cyber security services.
The Cyber Security Operationalize Branch's mission is to monitor, detect, analyse and respond to cyber incidents and cyber threat activity. It acts as the NATO Computer Emergency Response Team (CERT) for NATO with a NATO-wide mandate. It is responsible for sharing information related to cyber security incidents with NATO Nations and NCIA industry partners
In order to execute this work, the NCI Agency requires support with the work undertaken by the NATO Cyber Security Centre (NCSC) in the area of Communications and Information System (CIS) security and cyber defence. This Statement of Work (SoW) specifies the required skillset and experience.
2.1 ARCHITECTURE FOR PROTECTING SECRET/TOP SECRET NETWORKS AND VEVA PROJECT
The primary (and currently, only) NCSC Cyber Security Operations Centre (CSOC), is located in S.H.A.P.E. (Mons, Belgium). This CSOC is responsible for the monitoring of all NCI Agency deployed networks (about 50 sites across multiple NATO Nations), at the UNCLASSIFIED, RESTRICTED and SECRET Level.
There are multiple cyber security solutions which include (but are not limited to) Network Intrusion Detection/Prevention Systems (NIPS), Full Packet Capture (FPC), Firewalls, Network Vulnerability Scanners, Online/Offline Computer Forensics, Network Discovery tools etc.
The central management of those solutions (called Tier 2) is in S.H.A.P.E., while the sensors are spread all across the protected sites (Tier 3 sites), and report back to Tier 2.
In the following years, the coverage of the CSOC will be expanded to include one (1) additional SECRET Network, and two (2) TOP SECRET networks, for all of which architecture work will be required. Due to the strict security and "need-to-know" requirements of those networks, not all existing security services are fit for use. It is the contractor's responsibility to review the relevant NATO Policy Directives and discuss with the relevant stakeholders, to identify and recommend the optimal security services (and their mechanism for delivery) for the protection of those networks.
PURPOSE
The Cyber Security Operationalize Branch performs comprehensive Support to Cyber Security, continually accessible advice and action to support the customer in the maintenance of efficient and compliant cyber security and cryptography that underpins the security of our communication and information.
This Statement of Work (SOW) outlines the services to be provided by the Supplier to NCI Agency Cyber Security Operationalize Branch for the implementation and management of a 24/7 cybersecurity helpdesk service related to VeVA Project.
OBJECTIVES
The main objective of the statement of work is to underline the Cyber Security needs of the NCSC and to look for a Service Provider that will provide effective, agile and resilient cyber defences in order to deliver the 24/7 monitoring of crypto devices, networks, websites and email traffic to detect and identify incidents and threats.
The services will be delivered in Sprints, and each sprint will have the duration of 1 (one) week.
During one sprint, the assigned resources will act as one of the key operational and technical experts while developing and demonstrating Monitoring and Detection reports and acting as Point of Contact with NATO Nations for any cyber security incident related issues, performing the following activities:

The Gateway Security Services (GSS) Section facilitates and accounts for all lifecycle aspects of Boundary Protection Components deployed within and on the edge of NATO networks in order to protect key NATO information while allowing NATO staff to work securely and process their information.
NCIA is looking for subject matter expertise for the delivery of this complex and critical cybersecurity capability.
This contract is to provide consistent support on a deliverable-based contract to NCSC based on the deliverables that are described in the scope of work below.
PURPOSE
The Cyber Security SECURE Branch delivers a wide suite of enabling services in specific areas of Technical Services and CIS protection.
Gateway Security Services operate (amongst others) various technologies such as data diodes, secure mail gateways and guard components support the secure cross-domain data exchange.
This Statement of Work (SOW) outlines the services to be provided by the Supplier to NCIA Cyber Security Centre Secure Branch to fulfil identified CYBER SECURITY AND GUARD Support more effectively.
SCOPE OF WORK
The main objective of the statement of work is to underline the Cyber Security needs of the NCSC and to look for support to Gateway Security Services, the ‘Level 3 Cyber Security and Guard that should be manned by the service supplier on a daily basis to ensure service objectives are met continuously.
The aim of this SOW is to support NCSC with technical expertise specifically related to the operation and maintenance of CYBER SECURITY AND GUARD Support with a deliverable based (completion-type) contract to be executed in 2025.
The service provider will be required to deliver a daily activities schedule, orchestrate NCIA processes as well as represent NCSC business unit on an Enterprise Level where required. Tasks performed by a contractor include:
Build, implement, maintain, and support systems within existing cross-domain gateways (System Administration)
Configure, maintain, review and update configuration settings and policies on guard components and data diodes (System Configuration)
Under the direction / guidance of the NCSC Point of Contact, a contractor will be the part of the NCSC Team supporting the following activities:
Central system administration of Guards and Data Diodes to ensure continuing functionality and availability
Hardware and software systems installation and configuration
User and access management
Back up and restore systems data
Monitor system performance and availability
Log forwarding towards archiving and/or forensic systems
Analyze, troubleshoot and resolve application issues
Development of automation scripts to meet day to day system administration tasks
Central configuration of Guards and Data Diodes
Implementation and verification of guards and data diode configuration to meet customer cross-domain data exchange requirements

Central configuration of Guards and Data Diodes
The purpose of daily Central administration and configuration of Guards and Data Diodes is to ensure continuing functionality and availability of those critical systems in order to support a wide range of end-user facing services.
The Service Provider will:
Support the team by routinely reviewing the tickets queue to ensure 4 hours response time for normal events and 1 hour response time for high/critical events
Provide multi-channel support (phone, email, internal chat)
Develop and maintain a repository of scrips to automate recurring systems administration activities
Ensure correct logging and log forwarding configurations to support availability of system events in central log database
Provide pro-active system administration and maintenance to prevent system failures
Escalate critical events to appropriate channels within 4 hours
GSS contractor is expected to be an experienced Linux administrator and should have sufficient knowledge in Hardware, Systems, Networks, and Cyber Security Tools.
Preparation: Review of incoming administration tickets/requests, initial assessment, categorization and preparation for implementation. Monitor system counters, log files and other usage information to pro-actively identify bottlenecks, upcoming problems. Identify routing tasks that can be automated.
