Job Summary
Deputy Director, Data Strategy and CDO (Chief Data Officer) Group Performance has four principal responsibilities:
Maintaining and driving our CDO and Data Strategies across the Group and Agency, working alongside Agency design and delivery functions to help enable a high-performing data and digital environment for staff; transform UKHSA's data culture.
Developing and implementing a partnership framework to guide how data, technology and analytic partnerships are established - in the UK and internationally, driving CDO collaboration across multiple sectors
Leading large-scale public health population studies and supporting CDO to lead UKHSA's Surveillance Oversight Group, and linked initiatives, such as WHO collaborative surveillance and Wastewater.
Business management for UKHSA's c. £125m annual spend in digital, data and technology, strategy, strategic risks, workforce, communications and performance monitoring of the Group.
The division is part of the Data and Cyber Security Directorate, a broader team responsible for functions that collectively 'enable' the (CDO) group and UKHSA, including information management & privacy, cyber security and IT services.

Main duties of the job
The postholder has considerable influence over the way in which the CDO budget is managed and spent, as well as the wider strategy of the CDO Group, as they make recommendations to the DG and Directors regarding the most effective way to manage resources to deliver CDO outcomes. They will play a pivotal role in coordinating the groups structures, governance, strategy and budgets - negotiating group accountabilities, maintaining a healthy long-term workforce and finance offer.
The post holder, for example, will be expected to lead for CDO on:
Cross-group Spending Review negotiations, providing advice to the Director General on handling and options
Influencing new UKHSA corporate strategy, ensuring CDO is well represented and in a position to succeed.
Coordination of new UKHSA commissions, such as reviews of Agency-wide surveillance.

Job responsibilities
The post holder will be responsible for taking forward work across UKHSA to continuously improve our approach to surveillance, bringing Chief Medical Advisor (CMA), Chief Operating Officer (COO) and Chief Scientific Officer (CSO) teams together. This includes continuing to drive new surveillance capabilities and relationships, identifying opportunities for HM Government to continue to build on its experience of large-scale population studies and use of wastewater surveillance from the pandemic, and new collaborations with industry and the third sector to improve our understanding of health security threats and their impact on the population.
People and resources are liable to change, as CDO continues to transform and evolve so the post holder will be responsible for helping CDO Leadership Team manage that change whilst ensuring the consistent delivery of corporate functions across CDO.
Key Responsibilities Will Include:
Coordinating CDO Group Strategy, ensuring coherence with UKHSA Strategy and outcomes Own UKHSAs agency-wide Data Strategy and implementation, including associated Data Maturity Assessments. Lead Data Culture transformation for UKHSA, supporting the professionalisation and maturity of the organisations attitude and approach to data. Coordinate for CDO all data and data security policies, ensuring they are agreed, accessible, simple and up to date. Coordinate the CDO-led Surveillance Oversight Group, leading a small team focused on UKHSA Surveillance Transformation - bringing together UKHSA clinical, scientific and data teams on continuously improving our approach to Public Health Surveillance Accountable for UKHSAs large-scale population studies and Wastewater policy, ensuring they are an integrated offer within HM Governments Pandemic Preparedness playbook. Responsible for the management of CDOs £125.4m budget, including strategy workforce, risks, staff engagement Act as a principal point of contact to DHSC, NHSE and DSIT on CDDO issues Enable CDO Group by delivering new partnerships with international partners, government organisations, academia and industry
