Dans un organisme public du secteur de la santé, vous assistez le Chief Data Officer (CDO) à définir et mettre en place la stratégie data. Vous dirigez l’équipe des analystes fonctionnels data, en charge d’adresser les besoins des différentes entités métier en matière de solutions analytiques et de gestion des master data, tout en assurant la conformité GDPR.
Vous collaborez étroitement avec les départements internes, l’IT et divers partenaires du secteur afin de faciliter la collecte et le partage de données de manière unifiée et agile. Vous faites partie d’un Data Office transversal, qui travaille en étroite collaboration avec les équipes de développement, les architectes data, la gouvernance des données et le DPO.

Rôles & Responsabilités
Stratégie data : Assister le CDO dans l’implémentation de la stratégie data et participer à la définition de la roadmap (BI, advanced analytics, IA, data governance).
Management d’équipe : Superviser une équipe de 5 analystes fonctionnels data, veiller à la qualité de la collecte des besoins et à la traduction en spécifications techniques, en lien avec les chefs de projets, architectes data et développeurs.
Centre de compétences : Définir les standards et bonnes pratiques méthodologiques pour les analystes fonctionnels data.
Processus métier : Assurer une bonne compréhension des processus métier et des référentiels pour répondre aux enjeux des différentes unités.
Modélisation de données : Contribuer à définir le modèle de données conceptuel en collaboration avec votre équipe, les architectes data et les experts métier.
Conformité & registres : Centraliser un registre de tous les traitements de données analytiques, collaborer avec le DPO et les juristes pour vérifier les bases légales.
Gouvernance & catalogues : Participer à la création de catalogues de métadonnées et au déploiement de bonnes pratiques en matière de data governance et master data management.
Ressources humaines : Identifier les besoins du Data Office et contribuer au recrutement de nouveaux talents.
Interopérabilité des données : Collaborer avec différents acteurs du secteur pour renforcer l’interopérabilité des données au niveau national et européen (modèle de données commun, référentiels partagés).

Compétences
Formation : Master en informatique ou équivalent.
Expérience :
Gestion de données et/ou analyse fonctionnelle des données
Management d’équipe en mode agile
Modélisation de données (conceptuelle et logique) dans un contexte data warehouse (type Kimball)
Expérience avec SQL, Python, R ou des plateformes BI comme Power BI
Connaissances :
Bonne maîtrise des processus GDPR
Connaissance de la gestion des référentiels / master data management
Compréhension des principes de data governance et metadata management (un plus)
Familiarité avec la manipulation de données sensibles (médicales) est un atout
Qualités personnelles :
Capacité à traduire les besoins métier en exigences techniques
