The Directorate-General for Communications Networks, Content and Technology (DG CONNECT) supports the digital transformation of the Union’s economy and society, fosters the internal market, and makes Europe fit for the digital age. This is done through legislation, policy initiatives, eco-system building and by investing in the research, innovation, deployment and uptake of trustworthy green digital technologies.
In close collaboration with other Commission services and its customers, the "Knowledge Management & Innovative Systems" unit of DG CONNECT is responsible for the provision of software and services, including reporting facilities, for the policy, research and support units. It develops projects in the field of data and text analytics for research management, policy making or e-government initiatives and Web platforms (Digital Strategy, Futurium, Collaboration platforms, Newsroom, Innovation Radar…).

Following tasks will be performed by external service provider:

• Reporting after various meetings, boards (like IT and Cybersecurity Board).
• Assistance with meeting minutes, reports, various documents.
• Interaction with business units, other DGs/stakeholders.
• Customer relationship management aiming at the adoption of digital solutions.
• Creation of stakeholder maps or similar.
• Creation of adoption dashboards and reports.
• Resolving stakeholder requests quickly and efficiently.
• Contributing to the success of digital projects and initiatives by keeping stakeholders updated to ensure their adoption of digital solutions.
• Identifying the services needed to ensure stakeholder satisfaction.
• Autonomously turn communication objectives into strategies, tasks and activities and oversee / contribute to their implementation.
• Managing communications and defining strategies to increase results in line with defined adoption targets (from awareness to action).
• Creating and enforcing plans that help meet the needs of stakeholders.
• Tracking of project portfolios and associated services.
• Ensure compliance with internal protocols and regulatory standards.
• Assist in preparing, organizing, and documenting technical meetings and workshops.
• Facilitate communication among different project teams, fostering a collaborative environment.

KNOWLEDGE AND SKILLS :

• Ability to work autonomously, managing his/her own workload independently, providing status updates, liaising with others and escalating issues as appropriate.
• Solid understanding of IT Portfolio and Project Management methodologies.
• Proficient in using Portfolio Management tools and software.
• Basic knowledge of budgeting, resource allocation, and financial tracking.
• Familiarity with project management methodologies, such as Agile or PM2.
• Familiarity with repository solutions like GovIS2 or ServiceNow, preferably.
• Strong organizational and time-management capabilities.
• Excellent communication skills, both verbal and written, for technical and non-technical engagements.
• Detail-oriented with strong analytical and problem-solving skills.
• Capable of producing clear and structured technical and non-technical documentation.
• Adaptable to new and dynamic environments and capable of working with fast-changing technologies.
• Strong interpersonal skills and ability to understand what each stakeholder wants and needs.
• Aptitude to foster positive relationships.
