This is an exciting opportunity to be part of the Product, Strategy and Customer Account Management function in Vocalink Limited, a Mastercard business.

Vocalink is the UK company that enables the payments of 90% of salaries, 70% of utility bills, most ATM transactions and every cheque cleared in the UK.

We provide services to over 60 million citizens, and the UK private, public and third sectors.

In 2024, we processed 14 billion transactions, with a value of more than £10 trillion.

Vocalink products include Bacs Direct Credits, Bacs Direct Debits, Faster Payments, the LINK ATM network for cash withdrawals, and the Image Clearing Service (ICS) that supports cheque clearing.

Operational Resilience Framework, Important Business Services and Impact Tolerances

Vocalink complies with the Bank of England’s Operational Resilience Framework. The Bank defines operational resilience as ‘the ability of Financial Market Infrastructures (FMIs) and the sector as a whole to prevent, respond to, recover and learn from operational disruptions’.

The identification of Important Business Services is directly linked to the Bank’s objective of minimising prolonged disruption to business services that could impact financial stability.

Identification of Important Business Services allows Vocalink to understand which of our services are important, and then to prioritise resources and develop contingency plans to minimise downtime and maintain service continuity.

Once Important Business Services are identified, Impact Tolerances are set for each IBS.

Impact Tolerances define the maximum tolerable level of disruption that Vocalink can withstand before further disruption could significantly threaten the transfer of payments or the safety and efficiency of the payment system.

In Vocalink, the Head of Operations has overall accountability for the Operational Resilience Framework. Within that Framework, the Product, Strategy and Commercial Services function has accountability for Important Business Services and Impact Tolerances from February 2025.

This new accountability means the Product, Strategy and Customer Account Management function will:

Play a leading role with Pay.UK and LINK Scheme in discussing our methodology for identifying and reviewing Important Business Services.

Identify Vocalink’s end to end value chain for products, and specifically understand the people, processes, technology, facilities, information and third parties underpinning delivery of Important Business Services.

Confirm with Operations, Technology and Security internal requirements and controls to deliver services to the standards expected by Vocalink customers and regulators, and monitor.

Overview of Role

The Vice President Product Management: Product Operations and Servicing is a new role, and will play a critical part in setting the Product, Strategy and Customer Account Management function up to support and understand Vocalink’s Important Business Services and Impact Tolerances. These currently affect Bacs, FPS and LINK (not ICS).

You will report to the VP Product Management, who is responsible for Bacs, FPS, LINK and ICS products.

In This Role, You Will Be Accountable For

Day to day management of Important Business Services and Impact Tolerances for our regulated products, Bacs, FPS and LINK.

Building a deep knowledge and understanding of the critical assets (people, processes, technology, facilities, information and third parties) required to deliver each of Vocalink’s Important Business Services.

Actively engaging to identify and mitigate any vulnerabilities (weaknesses) within an Important Business Service and its supporting assets which could lead to a breach of an Impact Tolerance if not remediated.

Scenario Testing: Helping to define a range of ‘Extreme but Plausible’ scenarios against which we test Important Business Services. This is to confirm our ability to meet the defined Impact Tolerances, and to recover from incidents, disruptions and events.

Setting up the processes needed in Product, Strategy and Commercial Services and across Vocalink to discharge this new accountability, and to establish any new ways of working across Vocalink.

Advising VLL Product Directors on the end to end value chain and risks for their products, relevant critical assets, vulnerabilities and scenario testing.

Collating or reviewing end to end management information from Operations, Technology and Security to understand service performance and vulnerabilities.

Strong and effective reporting in key governance forums across all 3LOD on performance of Important Business Services and against Impact Tolerances.

In due course, managing a team of three (two Directors and one Manager), aligned to Bacs, FPS and LINK.

You Will Need To

Work very closely with the Product Directors who are responsible for product management and development for Bacs, FPS and LINK, and with the wider Product, Strategy and Customer Account Management team.

Work closely with the Operational Resilience team to support the Operational Resilience Framework, and to define Important Business Services and Impact Tolerances.

Work with the Business Continuity teams to input to Scenario Testing.

Work with Operations, Technology and Security to understand and address vulnerabilities.

Work with the Risk team to assess whether risks represent potential vulnerabilities.

Build effective and influential relationships with key stakeholders across Vocalink.

About You

You are likely to have the following:

Education: at least an undergraduate degree.

Experience: product management, payments or financial services within a complex stakeholder environment.

Passion for payments and an understanding of solutions.

Overview

Vocalink Limited, a Mastercard Company, is looking for a Business Security Officer to oversee Vocalink’s information, cyber and technology security. This is an exciting opportunity to lead a team that delivers security for Critical National Infrastructure to key customers in the United Kingdom.

The services we offer to our customers in the United Kingdom account for 90% of salaries paid, nearly all benefit payments, all cheques cleared and the majority of ATM transactions. These roles do not come around very often, and you would be joining a high functioning team dedicated to ensuring that this service remains robust, secure, and seamless for 60+million citizens every day – in numbers, that is 11 billion transactions every year with a value of over £10 trillion.

The Vocalink Business Security Officer (BSO) is a senior management role, with dual reporting lines to the Vocalink Limited Chief Executive Officer, as well as to the Mastercard Chief Security Officer.

Vocalink has confidence that its security work streams are executed in a timely and effective manner with appropriate governance and communication updates. This ensures that security initiatives are focused on balancing business needs and security controls that align with Vocalink’s position as a supplier of Critical National Infrastructure services. The communications and outcomes managed by the role will also form evidential artefacts for audit purposes and articulate effective Cyber resilience capabilities as defined by regulators.

All candidates will need to go through the non-objection process with the Bank of England before they are able to take up the role.

The role holder will:

Develop, implement and enforce security policies to protect critical data and infrastructure
Provide guidance on Vocalink’s Cybersecurity programme on a strategic level and ensure Vocalink remains compliant with Security standards, policies, regulations and legislation.
Oversee the day-to-day technical activities of the Security team such as Security Operations and Incident Response, Governance, Risk, and Compliance, Vulnerability Management, Physical Security and Business Continuity Planning
Convey security risks and potential threats to senior executives, the Vocalink Board, the Mastercard Group, Regulators and Government, including inward-facing committees as well as outward-facing customer and client committees, in business terms, present solutions, and provide actionable insights backed by data
Ensure UK Core Services meet or exceed contracted and regulated obligations for Vocalink’s customers as well as the Bank of England
Promote a culture of strong security and facilitate security cultural change across the organisation
Oversee Vocalink’s cyber controls framework
Use the allocated budget for Vocalink security programs efficiently and effectively and help Vocalink make smart decisions when it comes to investing in Cybersecurity
Lead, manage and deliver outcomes whilst working as part of a larger matrixed organisation.
Take the lead in championing the corporate values, through the implementation of robust processes, standard procedures, and quality working practices.
Maintain Vocalink’s and Mastercard's security profile across the industry through relationships with relevant external parties together with presentations and media coverage where appropriate.
3LoD role in line within the Risk Management Framework with accountability for the identification, mitigation and management of 1st line risks and operation of key controls
Strong leadership and management of the Vocalink security team of approximately 60 FTE


Knowledge Skills And Experience

Extensive experience working and operating effectively at executive level in global financial service organisations including working with a Board of Directors
Relevant experience of working in a complex (preferably multi-national) stakeholder environment that includes complex customers and experience of working with regulators
Experience engaging with and reporting into a Board of Directors
Deep expertise in cybersecurity and reporting standards
Experience collaborating cross-functionally to identify and implement best practice security, logging, and monitoring processes.
Understanding of CPMI-IOSCO Annex F and its impact on Financial Market Infrastructure provision.
