The Strategy, Priorities and Innovation Directorate (SPI) is recruiting permanently for 3 Senior Policy Advisors (SEO).

Location

Successful candidates will have the option to be based at one of the following locations:

102 Petty France, London
5 Wellington Place, Leeds

Occasional travel between Leeds and London may be required.

For SPI to meet its evolving business needs all staff are expected to attend their base location (102 Petty France or 5 Wellington Place Leeds) at least 2 days a week. This hybrid working arrangement is not contractual and as a result staff could be asked to attend their base location more frequently.

Job Description Overview

Senior Policy Advisors play a central role in leading project-based policy work. We are looking for motivated, resilient and adaptable individuals who are able to get to grips with new subject areas quickly to deliver high quality projects in collaboration with teams across MoJ.

The Strategy, Priorities and Innovation Directorate

The Strategy, Priorities and Innovation Directorate sits at the heart of MoJ, and we work collaboratively to provide strategic, systems leadership across the MoJ, driving innovation, embedding longer-term thinking, supporting effective governance and surging high-capability teams into priorities for the justice system.

The Directorate is made up of a number of functions, including the MoJ’s Priority Projects Team, its strategy and innovation functions and Board secretariat, that combine to surface, help establish and collectively embed strategic justice system priorities.

The work of the Priority Projects Team

The Priority Projects Team (PPT) is a high-profile, friendly, and supportive team working at the heart of the MoJ’s strategy function. We act as an in-house consultancy, working across the MoJ’s agenda, helping the department to deliver its highest priorities alongside policy, functions and operational teams. We do this by delivering defined projects to the highest standards.

Each project is unique, fast-paced and exciting. Members of PPT typically work in small project teams lasting from a few weeks up to several months. We work closely with policy, functional and operational experts across the organisation. Sometimes PPT members may work embedded in another team to undertake a specific piece of work. Recently our portfolio has included: working on election preparations and supporting policy team to respond to emerging priorities of the new Government; cross-cutting strategic projects with OGDs on topics such as prevention; responding to the prison capacity crisis; and addressing miscarriages of justice.

Senior Policy Advisor – the role

The Responsibilities Of a Policy Adviser May Encompass The Various Parts Of Both Policy, Strategy And Project Development And Implementation. As a Senior Policy Adviser In The Priority Projects Team, You Will:

Lead or support the delivery of a range of high-priority policy and strategy projects which align with the Department’s priorities
Work collaboratively with PPT colleagues, policy professionals, analysts, lawyers, and operational colleagues to understand complex issues quickly to develop robust and evidence-based proposals
Produce high-quality written and oral briefings and products for senior officials and Ministers, distilling complex ideas into clear and concise advice
Some roles will also involve line management and/or task management responsibility for more junior staff members

Typical Daily Tasks May Include:

Leading meetings and workshops with internal and external stakeholders
Drafting key policy products, such as slides, submissions or briefings
Leading desk-based research and analysis
Planning out a work strand for a project, setting clear milestones with senior colleagues
Monitoring and reporting progress of tasks against overall timelines

The contract management team exists to ensure that the money spent with suppliers is well managed. The team ensures that all contracts are established based on the best information available and managed for long-term value, while facilitating the development and maintenance of longer-term strategic partnerships.

Key Responsibilities:

The job holder will be required to undertake the following duties and responsibilities, which are dependent on the type of contract(s) involved.

Provide a professional and effective contract administrative support service (i.e. governance, performance and risk management) to contract management team.

Coordinate, attend and minute supplier and contract management governance meetings.

Arranging and distributing the agenda and papers with direction from the relevant chair;
Producing first draft minutes and action logs;
Pro-actively manage the actions captured at the various meetings attended.

Reporting, Reviewing and monitoring performance data.

Supporting the Senior Contract Manager(s) and Contact Manager(s) in analysis of on‐going contract(s) delivery performance and Key Performance Indicators (KPIs) – e.g., following‐up requests for information, scheduling of ad hoc meetings, etc.;
Supporting the contract and supplier performance management activity, including reporting, communication, and the delivery of joint improvement plans with the supplier, where applicable;
Assisting with completion of monthly reporting for the contract management team as required (e.g. maintain contract commercial pipeline).

Ensuring risks and issues are effectively managed.

Supporting effective management of contract and supplier risk and issues logs; following up on mitigation actions as advised by Senior Contract Manager(s) and Contract Manager(s);
Ensuring compliance with governance, legislative and policy requirements as appropriate.

Responsible for the Justice Digital contract and supplier management documentation repository, including baselining and quality checking. This includes being responsible for the management of the file structure.

Supporting Senior Contract Manager(s) and Contract Manager(s) to ensure contracts are administered effectively – e.g. change control logs, contract obligations trackers, etc.;
Maintaining formal documentation, Terms of Reference, membership and distribution lists, etc.;
Filing, archiving and enacting version control on all relevant documentation.
