You will be working as a contractor for our client – NATO Communications & Information Agency (NCIA)

NATO Communications & Information Agency (NCIA)
NCIA was established on 1 July 2012 from a merger of several NATO entities. It has a 65-year legacy of supporting NATO operations, missions, and exercises and is on the frontlines against cyber threats, protecting NATO's networks 24/7. NCIA provides expertise and services that are critical to NATO's ability to fulfill its core tasks of consultation, collective defence, and crisis management.

You will be responsible for the following:
Manage projects, typically (but not exclusively) involving the development and implementation of business processes to meet identified business needs, acquiring and utilising the necessary resources and skills, within agreed parameters of cost, timescales, scope and quality.
Assume full responsibility for the definition, documentation and satisfactory completion of projects, assesses and manages risks to the success of assigned projects.
Ensure realistic project and quality plans are prepared and maintained and provides regular and accurate reports to stakeholders as appropriate.
Ensures Quality reviews occur on schedule and according to procedure.
Manages the change control procedure, and ensures that project deliverables are completed within planned cost, timescale and resource budgets, and achieve successful approval from Project Boards.
Provides effective support to the project team, and takes appropriate action where team performance deviates from agreed tolerances.
Provide Project Management support and expertise for multiple NCI Agency projects, including but not limited to the following:
Initiation of new NCI Agency projects and management of the same in accordance with Agency policy;
Generation, submission, tracking and defending Requests for Advanced Planning Funds (APF) for new projects;
Providing support, guidance and management expertise for NCI Agency projects for task definition, planning and execution, project data entry and tracking using approved Agency methodology (e.g.,
Microsoft Enterprise Project Management Applications);
Prepare presentation materials for project reviews;
Provide project liaison and coordination internally and externally, in meetings and correspondence with Agency directorates and service lines and with NATO HQ International Staff (IS) and International Military Staff;
Provide monthly status reports on the project finances, schedule, milestones and plans.

Required Qualifications:
Experience in applying multi-discipline engineering and management techniques in the delivery of communication and information systems projects with low/medium complexity.
Proactive attitude in seeking and maintaining trust from stakeholders.
Proactive attitude in identifying risks and applying mitigation measures, preventing them to become an issue.
Proven ability to communicate effectively orally and in writing with strong briefing and presentation skills.
Demonstrable skills with accountability for both successes and failures with project deliverables, customer satisfaction, resource management, procurements and financial management.

Desirable Experience and Education:
A recognised project management qualification, such as Prince2 Practitioner, Project Management Professional (PMP). The lack of formal project qualification may be compensated by the demonstration of expertise in the domain.
Recent experience of Project Management with communication and/or command and control/management information system at the NCIA or NATO entity.
Experience with project planning toolsets, preferably Service Now.
A recognised Service Management qualification (such as ITIL Foundation, ITIL specialist courses).
Experience in delivering Digital Workplace solutions such as IT equipment, collaboration and communications systems.
Experience with delivery and operations in the Cloud.
Experience and certification in Agile Project Management (Agile PM, Scrum).
Skill, Knowledge & Experience
Experience of medium and small IT implementation projects.
Experience of creating Price Proposals and Invitation for Bids competition packages to industry.
Experience of supporting Project Boards and Senior/Executive
Management escalation Project Boards
Experience of proficiently and professionally managing internal and partners (such as the NATO Enterprise).
Experience in supplier management, negotiations, conflict resolution and contract management
Experience in managing external contracts and contractors.
Experience in procurement, logistics, testing, change management and asset management.
Experience in communications in front of higher management and large groups (briefings, written and oral presentations).
Experience of working in an international environment comprising both military and civilian elements
Knowledge of NATO responsibilities and organization, including ACO and ACT.

NATO Secret Clearance
A Bachelor's degree with 3 years post-related experience or 5 years recently demonstrated Project Management Experience in large complex organizations.
