Project Manager - Capability Development Support

TASKS
Under Enterprise Strategy Branch leadership, the contractor will effectively and efficiently manage and contribute to the NATO ICT and cybersecurity capabilities development.
1 Develop specific proposals for the CFCDGM management products, including:
1.1 consult with subject matter experts,
1.2 contribute to the management products in order to address the Enterprise coherence and cybersecurity aspects.
1.3 develop proposals and products based on research with subject matter expertise.
2 Initiate, oversee and coordinate initial cyber adaptation roadmap activities for Chapter 3 and 4 (Requirements and Investment Programmes) respectively with other NATO civil and military stakeholders. Support the implementation and continuous alignment with other Roadmap chapters as required.
2.1 Track and monitor development of management products and joint staff advice.
2.2 Contribute and support the development of the OCIO’s input to the joint staff advice.
2.3 Report progress and performance on the implementation of the CIS and cybersecurity capabilities as well as representing OCIO in the coordination meetings with other NATO civil and military stakeholders when such topics are being addressed.
2.4 Provide support to unforeseen urgent requirements as necessary.
2.5 Act as a conduit to drive and support coherence among Enterprise stakeholders in order to facilitate coordination and completion of new products and ways of working.
PROFILE
Experience in NATO’s capability delivery process.
Good understanding on the NATO’s major strategic objectives.
Familiarity with the technical, military and political aspects and structures of CIS and cyber security governance within NATO.
Experience and in-depth understanding of NATO capability development, spanning the entire Doctrine, Organisation, Training, Materiel, Leadership, Personnel, Facilities, and Interoperability (DOTMLPFI) spectrum.
Previous knowledge or experience with the CFCDGM process is desirable.
Fundamental experience in projects and programmes with a project management qualification such as Prince 2 or PMP.
Good understanding of ITIL and Service Management processes.
Good understanding of Business requirements management.
Implicit understanding of Risk, Issue and dependency management.
Excellent English writing skills and the ability to brief their work in English.
TRAVEL
Frequent business travel may be required. Travel expenses to be reimbursed by NATO based on the NATO per diem rate, in addition to the rate.
SECURITY AND NON-DISCLOSURE AGREEMENT
The contractor must be in possession or capable of possessing a security clearance of NATO

Role Description:
This hybrid role is located in Brussels, As a Data Analytics Lead/Architect-Azure and Snowflake, you will be responsible for managing our clients' data infrastructure, leading and mentoring a team of data analytics professionals, and developing advanced analytical solutions. This is a full-time role and will require effective communication with clients and stakeholders, as well as a dedication to delivering high-quality results.
Responsibilities:
· Ownership of the data platforms: Azure, Snowflake and SAS DI.
· Manage the lifecycle of the platforms and their integrations with other systems, the maintainability and the scalability of the solutions.
· Be responsible for defining the platform strategy, technology roadmap and evolutions.
· Contribution in shaping the overall landscape, architecture, solution designs and governance evolutions within the data & analytics space.
· Defines and ensures the applicability of governance, technical standards and best practices for development teams on the platforms.
· Lead the platform implementations / projects and manage the stakeholders and vendors involved by showing advanced project management skills and ability to deliver technology projects in a matrix organization, in collaboration with various departments involved (transversals and verticals).
· Explore how new & emerging technologies or capabilities may bring value to analytics roadmap evolution.
· Able to execute proof of concepts and understand hands-on developments.
· Manage interests and expectations of various business and IT stakeholders.
· Able to shape and defend business cases for the initiatives he/she will drive or support with solutions and estimates.

Requirements:
· Must have technology knowledge: Snowflake or similar and Azure
· Azure eco system understanding is considered a plus.

· Experience with business intelligence tools such as Qlik Sense or Power BI.
· Strong Data Provisioning skills (ETL, ELT).
· Logical Data Modelling experience.
· Strong knowledge of relational database structures, theories, principles and practices.
· Experience with Big Data and cloud technologies.
· Strong Knowledge of analytics governance concepts.
