JOB DESCRIPTION

The HSE advisor promotes and provides professional expert knowledge and guidance to managers, supervisors, employees and contractors on safe work practices, safety standards, and legal regulations, and supports identification and elimination of potential hazards and ensures control measures are in place.

It is generally the expectations that the advisor can apply advanced HSE skills to the position; has experience within subject area and knows fundamental concepts, practices, and procedures related to HSE and knows how to routinely apply knowledge of theories, methods, techniques, and processes to scope of work.

Typical tasks (not exhaustive):
Drive and promote a good proactive HSE culture through leading by example, cultural engagement, using data, raising awareness, knowledge sharing, and lessons learned (registration and implementation)
Demonstrate and promote data driven risk management through a proactive reporting culture and high-quality data management.
Support ongoing development, implementation, and use of CLIENT systems, procedures, instructions, and associated HSE documentation i.e.:
Instructions, procedures, contingency plans
HSE Management system (way we work) / QHSE process landscape.
Global/local Emergency Response / Crisis Management
Audit/compliance check (ISO 9001/14001/45001/55001)
Planning, facilitation / participation of Safety meetings, Toolbox Talks, briefings, Safety Walks, inspections, HAZID/HAZOP workshops and employer cultural programmes and campaigns
Review of HSE documentation, Risk Assessments & Method Statements (RAMS)
Monitoring and assessment of internal/external HSE compliance and - performance using CLIENT incident reporting tool (Synergi) for reporting, trend analysis etc.
Coordinate and report safety inspections, incident investigations, root cause analyses, and report derived observations, risks, and lessons learnt.
Effective liaison with contractors at management and site levels to establish and improve safety, health and environmental culture.
Participate and contribute to all relevant site HSE meetings.
Participate in audits (internal and external)
Follow up on findings from HSE related audits, inspections, incident investigation and support implementation of NCR’s.
Reporting LTIs to HSE organisation in accordance with the process
Ad hoc advise on questions regarding HSE in daily work (e.g. management, technicians, internal and external).
Ensure the validity of own safety/training certificates as required.
Be proactive in maintaining own competence level required for the role.

Deliverables:
Facilitation of regular HSE meetings with Contractor and package representatives
Review of Risk Assessed Method Statements (RAMS)
Operational HSE Assessment
Perform HSE induction of Clients Representatives
Perform HSE presentations at kick off meetings.
HSE walk reports (e.g. using DIT)
Entry of incidents and proactive measures in Synergi
Other deliverables and as per Project (Q)HSE Risk management processes and AP QHSE Management framework

Decision authority:

The QHSE function is not the exclusive owner of HSE and therefore does not hold the authority to determine HSE performance on its own. However, a HSE Advisor is a subject matter expert and can therefore contribute to decision-making based on personal level of understanding of the business and the interdependencies with other departments.

REQUIREMENTS

Requirements and Qualifications:
English language skills required.
Relevant academic or technical background
Minimum 3-5 years’ work experience with HSE, ideally from onshore renewables/windfarm construction
Excellent interpersonal skills, strong communication and presentation skills
IT literate (Microsoft office package, knowledge of Synergi is an advantage)
Knowledge of route cause analysis and incident investigation
Demonstrable experience in dealing with 3rd party contractors in relation to HSE.
Completed NEBOSH; (minimum level 3), or similar recognized HSE qualification.
In date site safety passport (CCNSG or CSCS)
Current clean UK driver’s license

Desirable qualifications/experience:
QHSE BSC, Diploma or equivalent level 6 qualification
NEBISH or IEMA Environmental Management qualifications
Qualified/certified Auditor
Experienced in delivery of training courses / material.

WORKING CONDITIONS / LOCATIONS
The role is onshore site based at the Onshore Convertor Station in Swardeston, Norfolk but is also split 50/50 with the onshore cable route based at Oulton Street and is expected to work on site or at the site office daily. The site covers all the way from the coast near Sheringham down to Norwich and will be expected to use company vehicles to regularly access these areas. Travel expenses are not chargeable to the base location.

However, flexibility is required for occasional off project site visits for company and supplier internal/external meetings, which may also be overseas.
The normal shift pattern is a 5-day week (Monday – Friday), 8-hour days.
There may be some flexibility for occasional working from home if authorised by project management.
Applicants must be local to the project and are expected to live within 60 minutes travel time of the site.

Primary Accountabilities

To ensure mechanical asset integrity is maintained and meets the requirements of health, safety and environmental regulations as required for a top tier COMAH site. This includes all aspects of static and rotating mechanical equipment.
To ensure compliance with the company, site, national and international standards with respect to equipment maintenance and to maintain the overall condition of the asset base and its operation
The Senior mechanical engineer is responsible for supporting and developing the PU Mechanical Assurance Engineer, AO (offsite resource) engineer and Graduate engineer.


Technical Accountabilities

To provide design and mechanical development for management of change documents and processes and act as the Production Unit nominated signatory and counter signatory for the PU Mechanical Assurance Engineer, graduate, and AO engineer.
To manage and authorise operational risk assessments and inspection deferrals on the production unit on behalf of the PU manager.
To support the planning, preparation and execution of major and minor site turnarounds including scope definition and optimisation. This role has the specific responsibility to ensure that the outcomes of scope optimisation (eg deferral of scheduled events) have been addressed in advance of the Turnaround Event
To provide engineering assurance for the Production Unit with regards to the management of statutory and non-statutory inspection events and general maintenance in line with the applicable Business Process.

Role Overview
An excellent opportunity has arisen for an experienced Subsea Package Planning & Reporting Engineer to play a key role in the scheduling, planning, and progress measurement of a major offshore development project. The role involves managing the planning and reporting activities for subsea packages, ensuring the efficient coordination of project schedules, progress tracking, and reporting at all stages of execution.
The position requires close collaboration with package team leaders and contractors, ensuring that scheduling methodologies align with project objectives and that all progress reports accurately reflect the status of activities. This is a high-profile role within a complex and fast-moving project environment.
Key Responsibilities
Scheduling & Progress Control:
Develop, implement, and maintain scheduling, progress control, and reporting procedures, tools, and systems.
Establish and update a Work Breakdown Structure (WBS) to support project tracking and reporting needs.
Create and maintain package-level schedules, analysing critical paths and potential clashes while proposing solutions to mitigate delays.
Review, challenge, and approve contractors’ schedules, progress measurement methodologies, and progress reports.
Provide schedule simulations and analyses to support project decision-making.
Reporting & Coordination:
Consolidate and report package-level progress, including Local Content man-hours tracking.
Prepare detailed and accurate weekly and monthly reports, aligning with project and partner requirements.
Oversee reporting from package management meetings and ensure timely distribution of information.
Support project-wide reporting activities, ensuring that data is consistent, clear, and actionable.
Provide regular updates and highlight critical areas to the Package Control Lead and project stakeholders.
Risk & Compliance:
Ensure all scheduling and progress measurement activities comply with company standards and best practices.
Maintain strict confidentiality regarding scheduling and progress-related documentation.
Identify and address potential risks to project timelines and propose mitigation strategies.
Lessons Learned & Continuous Improvement:
Capture and document lessons learned throughout the project lifecycle.

This role is part of a major offshore development project in Suriname, focusing on subsea production and injection systems. The project involves complex reservoir management, FPSO integration, and subsea infrastructure development. Qualifications & Experience Required
Engineering degree or equivalent qualification in a recognised discipline.
10–20 years of experience in the oil & gas industry, particularly within large-scale offshore projects.
Expertise in Primavera (P6) and progress measurement methodologies.
Strong interpersonal and communication skills, with the ability to work in a multicultural business environment.
Fluent in English (spoken and written).
